Budget season for the City of Muscatine is now among us!

Last night, the City Council met for the General Fund Overview as Saturday begins a series of budget presentations for this budget season.

The City of Muscatine must adopt an annual budget by March 15 of each year. The process began back in November, when departments received budget materials and instructions on the process. Now that each department’s budget proposals have been compiled, it is time for the City Council to hear the presentations before making their decisions on how to most effectively spend revenues.

Creating a budget for a full service city that meets our community’s needs but is responsible at the same time is no small feat. There are issues and challenges that come along with the budget process.

Fire Department Celebrated 100 Years as a Paid Department

On Sunday, Jan. 3, 2016, the Muscatine Fire Department celebrated 100 years as a paid department. An open house was held to commemorate this crucial piece of their history. The open house included tours with Freddie the Fire Truck and a reception with food and drinks.

Retired Captain Mike Van Wey gave a history presentation that was both entertaining and educational. It was a wonderful opportunity for those in attendance to hear stories about the department throughout the years.

Here’s a little bit of information about the Fire Department when it became a paid department: 

Prior to 1916, volunteer fire companies fought fires in Muscatine. By January 3, 1916, the new Muscatine Fire Department consisted of 13 eager men.

The following were the original 13 firefighters:

What’s Happening at the Muscatine Art Center?

If you have never set foot in the wonderful Muscatine Art Center, then you are in for a treat! Whether you grew up in Muscatine or are new to the area, you have probably driven past the Art Center, which is located at 1314 Mulberry Avenue, many times.

We would encourage you to step back in history and explore the Musser Museum part of the Art Center, which was once home to Laura Musser. Following Laura’s 1964 death, in 1965, the home was gifted to the City of Muscatine by her heirs. It was to be used as a memorial art gallery and museum.  More information about Laura Musser and the Art Center’s history can be found on the Muscatine Art Center’s website.

Today, the mansion’s 11 rooms host important collections of paintings, sculpture, Oriental carpets, and decorative arts. The adjoining Stanley Gallery hosts national, traveling art exhibitions.

Muscatine Police Department Receives CALEA Law Enforcement Accreditation for Sixth Time!

The Muscatine Police Department is pleased to announce that they were awarded the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) Law Enforcement Accreditation for the sixth time. CALEA Accreditation serves as the International Gold Standard for Public Safety Agencies.

According to CALEA, “the process of CALEA Accreditation begins with a rigorous self-assessment, requiring a review of policies, practices and processes against internationally accepted public safety standards. This is followed with an assessment by independent assessors with significant public safety experience.”

In addition to the self-assessment and formal assessment, public feedback is gathered. This is done to promote community trust and engagement. Structured interviews are also included in the assessment process.

The final decision whether to accredit is made by a governing body of twenty-one Commissioners following a public hearing and review of all reporting documentation. If awarded, the award may remain in effect for four years.

There are so many things to think about that remembering fire safety may not be high on your list. The Muscatine Fire Department is here to help by providing some quick tips to keep you and your family safe this holiday season!

Holiday Fire Safety Tips:

1. Make sure all smoke detectors in your residence are in working order. Making sure they have new batteries and the detectors are tested regularly will help ensure they are in working order. Most detectors that are over 10 years old need to be replaced.

2. With the weather getting colder, make sure you know the risks of using a space heater. Maintain a clear area around the heater. Be sure to keep space heaters away from areas where items may fall on or around. A good rule of thumb…

With the season soon changing from fall into winter, we are taking the necessary measures to prepare for more upcoming snow. The City takes your safety seriously, which is why we care about properly clearing the roads. We appreciate your consideration and understanding when a Snow Emergency goes into effect. Your help with moving vehicles to the correct side of the street helps us to more efficiently clear them.

The following is from the City of Muscatine Code. It explains the parking regulations that go into place during a declared Snow Emergency.

Throughout the budget process there are numerous opportunities to participate and engage with your City staff and Council members.  Below you will find the schedule for this year’s budget process.

Thank you to everyone who participated in the 2nd public engagement event for the Mississippi Drive Corridor Project! We were pleased with the attendance and high level of participation by community members. The event was held on Tuesday, Nov. 10 at the Riverview Center. There were about 175 people who came to hear about potential design plans and provide feedback in a public opinion poll.

The SAFER Grant and How it Could Lead to the Hire of More Firefighters

Last week, I wrote about Fire Department staffing and explained that there are times where the Fire Department goes below the required nine personnel on duty. While this can be for a variety of reasons, it is crucial that there be adequate coverage and protection for the people in Muscatine should major structure fires arise. While meeting with Chief Ewers, he expressed faith in Muscatine’s highly trained and dedicated firefighters who are capable of tackling any type of emergency that may arise.

The City of Muscatine and the Fire Department recognize the need for increased staffing and are working to address it. One of the ways we may be able to increase staffing is through being awarded the US Department of Homeland Security’s Staffing For Adequate Fire And Emergency Response (SAFER) Grant.
